<idAbs><DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>Land use and land cover developed for the Idaho portion of the Bear River Basin as part of the Bear River Compact. The Bear River Compact was established in 1958 to determine how Idaho, Utah, and Wyoming would distribute and use water from the Bear River. For more details see the following: Bear River Commission, "Bear River Compact As Amended and Bylaws of Bear River Commission", April 1990. Kramber, W.J., H. Anderson, M. Verdun, G. Austiguy, and B. Ondrechen, "Idaho's system for monitoring water use in the Bear River Basin", Geo Info Systems, May 1993, pp. 8-52.</SPAN></P></DIV></DIV></DIV></idAbs>
<idPurp>For applications requiring land use and land cover data. This land classification is used in the Idaho portion of the Bear River Compact (BRC) depletion study. This update is based on a review of new acres irrigated and acres taken out of irrigation since January 1, 1976, both new full supply and supplemental supply.

This 2019 land classification was generated prior to the commencement of the Bear River Basin Adjudication (BRBA) and relies heavily on photo interpretation. The in-house spatial datasets used to locate the place of use (POU) and point of diversion (POD) for all active water right applications, permits, rights, and transfers in basins 11, 13, and 15 provide justification for potentially reclassifying the original 1976 base map to determine depletions. It is expected that water right POU changes, and consequently land classifications, will occur with the forthcoming adjudication.

This land classification is more than a snapshot of the 2019 irrigation season/status for the area. Instead, this land classification was used to determine additional depletions, if any, that have occurred since the 1976 base map was created during the early years of the Bear River Compact. Reported changes in irrigated acres are tied to acres with recent historic beneficial use irrigation rather than what was found in the specific year (2019) for which the data were tabulated or what was permitted. The definition of acres with recent historic beneficial use includes those acres that have been irrigated within the previous 5-year period or are expected to be developed and beneficially irrigated within the following 5-year period. </idPurp>

<suppInfo>Procedures Used for 2019 determinations: see the 2023 Technical Memorandum to the Bear River Commission from the Technical Advisory Group for details
1. Utah provided a preliminary land classification for the entire Bear River Compact (BRC) area including Wyoming and Idaho as part of their annually published Water Related Land Use (WRLU) project. The Idaho portion of this dataset was used as a preliminary starting point with the recommendation and understanding that Idaho would verify land use classifications and line geometry based on its own internal decision-making processes. This "preliminary" dataset provided by Utah contained additional attributes not used by the Bear River commission.
2. The primary source of background imagery for line editing was National Agriculture Imagery Program (NAIP) imagery from 2019 (1-meter, true color and false color).
3. The primary source for determining irrigation status changes and depletions was National High Altitude Photography (NHAP) imagery from the 1980s.
4. The following attributes are of primary interest to the 2019 depletion study calculations:
     Landtype76
     Landtype19
     SUPP
     CHANGE_19
--- along with a number of additional attributes used to track the numerous reviews made during the analysis. These additional attributes are available on internal versions of the data and not available to the public.
5. Supporting datasets include: Landsat and Sentinel2 satellite imagery; NDVI created from 2019 Landsat imagery; National Agricultural Statistics Service (NASS) 2015-2019 Idaho Cropland Data Layer (30-meter resolution); National Hydrologic Database flowlines; black and white Digital Ortho Quarter Quads (DOQQs); US Fish & Wildlife Service Wetland map service; water right information available in the IDWR water right database prior to the Bear River Basin Adjudication.

--------------------------------------------------------------

Procedures Used for 2009 determinations:
1. Common Land Unit (CLU) polygons of individual fields digitized by the Farm Service Agency (FSA) in 2005 were used as a starting point in line geometry edits. 1-meter NAIP imagery was used as the primary source of background imagery for line editing. NAIP imagery from 2004 (1-meter, true color), 2006 (2-meter, true color), and 2009 (1-meter, color infrared and true color) were also available.
2. The following attributes are of primary interest to the 2009 depletion study calculations:
     descript_1976
     descript_2009
     change_2009
3. 1976/1992 Landuse attributes (descript_1976 and land_type_1976) were initially assigned by overlaying a rasterized version of the 1976/1992 Bear River Basin landuse classification with the CLU polygons. The polygons were assigned a land_type value based on the majority zonal statistic of the rasterized 1976/1992 land classification. 2009 Landuse attributes (descript_2009 and land_type_2009) were set equal to 1976/1992 values initially, reviewed section by section, and edited as needed by photointerpretation of 2009 NAIP and 2009 Landsat imagery to indicate changes in landuse.
4. Supporting datasets include: NDVI created from 2009 Landsat imagery; National Agricultural Statistics Service (NASS) 2009 Idaho Cropland Data Layer (56-meter resolution); the 2005 North American Land Cover Database produced as a joint project by Canada, The United States, and Mexico (250-meter resolution); the 1992 National Land Cover Dataset (NLCD92) prepared by the USGS (30-meter resolution); National Hydrologic Database flowlines; black and white Digital Ortho Quarter Quads (DOQQs).

--------------------------------------------------------------

Procedures Used for 1976/1992 determinations:
1. USGS 1:24,000-scale orthophotoquads (OQs) used as base maps.
2. 1976 1:120,000-scale color infrared (CIR) aerial photographs were used to develop the land use and land cover.
3. Mylar overlays were taped to the OQs and land use and land cover polygons were drawn on the mylar while interpreting the 1:120,000-scale CIR aerial photographs.
4. Land use changes between 1976 and 1990, for the Central Division, were interpreted from USDA ASCS 35mm color aerial slides collected the summer of 1990. These slides were projected onto the OQs and changes were drawn on the mylar overlays.
5. The land use and land cover interpretation was verified with the staff and/or directors of the USDA ASCS offices for Bear Lake, Franklin, Oneida, and Caribou counties. Plots were produced to verify the land use and land cover mapping both by the USDA ASCS field offices and by Idaho Department of Water Resources analysts. The district 11 watermaster also reviewed the maps. Areas of uncertainty were visited in the field.
6. Land use and land cover boundaries were manually digitized from the mylar overlays. Preliminary maps were plotted and checked for accuracy. Edits were made and final plots were produced at 1:100,000-scale.
7. Attributes for landuse: land_type description
     1:water
     2:wetlands/naturally subirrigated pasture and hay
     3:irrigated cropland
     4:nonirrigated cropland

<statement>The Bear River Commission (BRC) requested that land be classified into six categories:
1. irrigated cropland
2. non-irrigated cropland
3. urban
4. water
5. wetlands/naturally subirrigated pasture and hay
6. other

This analysis to determine depletion estimates relies on comparing 1976 and 2019 landtype classifications and noting areas of misclassifications in the original 1976 map data layer. Classifications are denoted by Landtype76 and Landtype19 columns. Comparing Landtype76 and Landtype19 along with water right database information (pre-adjudication)determines the Change19 column. Change19 is used to determine what land has come into production since 1976 and what 1976 irrigated land has gone out of production. </statement>

                <stepDesc>STEP 1:
IDWR began the 2019 Depletion Study analysis with the 2019 Water Related Land Use (WRLU) dataset provided by Utah as part of Utah's annual land use survey. Idaho GIS analysts digitized and incorporated additional rivers, roads, and urban areas into the dataset. Idaho also made edits to delineate where water right POU shapes overlap or divide field boundaries based on pre-adjudicated Bear River Basin water rights. Because of its high resolution, 1-meter 2019 NAIP imagery was used as the primary source of background imagery for line editing. In addition to information contained in IDWR's water rights database (pre-adjudication), 2015-2019 Landsat and/or Sentinel imagery were used as the primary source of background imagery for determining irrigation status and land classification. The National Agricultural Statistics Service's (NASS) Cropland Data Layer (CDL), the National Hydrologic Database (NHD), U.S. Fish & Wildlife Service wetlands data, and other vector and raster data sources were used in support of all land classification determinations. The National High Altitude Photography (NHAP) program - operational from 1980 to 1989 - was instrumental in determining the historical ground condition in order to verify 1976 land use classifications and to determine landuse changes.</stepDesc>
<stepRat>The in-house spatial datasets used to locate the place of use (POU) and point of diversion (POD) for all active water right applications, permits, rights, and transfers in basins 11, 13, and 15 provided justification for potentially reclassifying the original 1976 base map. The National High Altitude Photography (NHAP) program - operational from 1980 to 1989 - was instrumental in determining the historical ground condition in order to verify 1976 land use classifications and to determine landuse changes.</stepRat>

In the initial stages of the review, Idaho experimented with a Random Forest (RF) methodology to classify land use. RF uses the Normalized Difference Vegetation Index (NDVI), Landsat Satellite Thermal Band, and Sentinel Satellite Synthetic Aperture Radar (SAR) data as input. The output is a 30-meter raster. The Random Forest methodology uses training sites of known land use to determine land use over a larger area. Idaho used approximately 500 training sites to calibrate the Random Forest methodology for the 2019 Depletion Study.

Initially, the 2019 land use classification was set to the classification determined by the random forest classification, but due to poor results of the Random Forest methodology, Idaho switched to a manual photointerpretation method to determine land use classifications.</stepDesc>
<stepRat>A methodical review was performed section by section through all townships using 2019 NAIP, 2019 Sentinel imagery, 2019 Landsat imagery, NDVI, and when appropriate other supplemental spatial information as noted above to determine the 2019 land use classification. Confidence in the accuracy of the RF methodology began to wane during this initial review, and Idaho chose to switch to manual photointerpretation to determine land use classifications. </stepRat>

A water right search was conducted as supporting evidence for areas of added depletion. Field verification was completed during the summer of 2021 in targeted areas where imagery or water right review was inconclusive.

2019 water right review included water right licenses and permits with priorities from January 1, 1976, thru December 31, 2019, within the Idaho portion of the Bear River Basin. Information from each water right file was compared to the 1976 base maps and 2019 imagery to determine whether new or supplemental irrigation should be accounted for. Acres considered to be new irrigation from water right records were then compared to those acres GIS staff considered new irrigation from imagery review. Any acres not overlapping were then given a second review by GIS staff. Acres considered irrigated in 1976 and 2019, with a recorded pre-1976 priority water right and post-1976 priority water right, were counted as supplemental. Acres considered irrigated in 1976 and 2019, but having only a post 1976 water right, were considered a “getting legal” action and not counted. Acres covered by a post-1976 water right, but showing no irrigation or development, were not counted.</stepDesc>
<stepRat>A more detailed report on Idaho’s efforts to update the irrigated acres and changes since 1976 can be found in the Technical Advisory Group's (TAC) 2023 Technical Memorandum to the Bear River Commission.</stepRat>

National High Altitude Photography (NHAP) from the 1980s was used extensively to determine the irrigation status for the 1976 base map and therefore determine depletion estimates. National Agriculture Inventory Program (NAIP) imagery, Digital Ortho Photo Quadrangle (DOQQ) imagery, and other in-house, scanned aerial imagery is used for determining irrigation status and refining linework geometry. </measDesc>
