<div style='text-align:Left;'><div><div><p><span>This spatial data contains Surface Management Agency (SMA, also sometimes called Land Status) information for Idaho from the Idaho Bureau of Land Management (BLM). For federal government lands, this data displays the managing agency of the surface of the land, which does not mean the agency "owns" the land. SMA is sometimes referred to as "ownership", although this term is inaccurate when describing public lands. This Surface Management Agency data should not be used to depict boundaries (for example National Forest, National Park, National Wildlife Refuge, or Indian Reservation boundaries among others). Attribute information for the federal and private lands are from the BLM Master Title Plats (MTPs), the BLM case files, the BLM Legacy Rehost 2000 (LR2000) database, and corresponding federal Orders and official documents. Please note that because these official sources are strictly used, OTHER NON-BLM FEDERAL AGENCY LANDS MAY NOT BE ATTRIBUTED CORRECTLY unless the proper documents have been filed with the BLM and the land actions have been noted on the MTPs and in LR2000. </span></p><p><span>Starting in the spring of 2011 a field called AGNCY_NAME is present in the data. The AGNCY_NAME field is intended to indicate the managing agency for polygons coded as OTHER in the MGMT_AGNCY field. The AGNCY_NAME field will not be used for the 100K Map Series published by the BLM for use by the public as all agencies in this field are not included in H-1553 Publication Standards Manual Handbook and, therefore, have no BLM Cartographic Standard. Except for polygons coded as OTHER in the MGMT_AGNCY field, all managing agency information in the AGNCY_NAME field should be the same as that of the MGMT_AGNCY field. The only intended difference between the AGNCY_NAME field and the MGMT_AGNCY field is where the MGMT_AGNCY is OTHER. In this case, the AGNCY_NAME will contain an abbreviation for an agency that is not represented in the H-1553 Publication Standards Manual Handbook. Examples of the agencies there are BIA (Bureau of Indian Affairs), USGS (United States Geological Survey), and FAA (Federal Aviation Administration). </span></p><p><span>Attribute information for the State lands is received primarily through cooperation with the Idaho Department of Lands. This information might not reflect all State agency lands completely. A detailed analysis of State owned lands has not been done since June 2011; therefore, recent changes in ownership of State lands may not be reflected. Inclusion of State land information into this dataset is supplemental and should not be viewed as the authoritative source of State lands; please contact State agencies for questions about State lands. </span></p><p><span>This data does not depict land management arrangements between government agencies such as Memorandums of Understanding or other similar agreements. </span></p><p><span>When this data was originally generated in the early 2000's, the primary source of the geometry was the BLM Geographic Coordinate Database (GCDB), if it was available. In areas where GCDB was/is unavailable, the spatial features are taken from a variety of sources including the BLM Idaho Resource Base Data collection, BLM Idaho Master Title Plat AutoCad files, US Geological Survey Digital Line Graphs (DLGs), and US Forest Service Cartographic Feature Files (CFFs), among others (see Process Steps). It should be stressed that the geometry of a feature may not be GCDB-based in the first place, the geometry may shift away from GCDB due to a variety of reasons (topology procedures, automated software processes such as projections, etc.), and the GCDB-based features are not necessarily currently being edited to match improved GCDB. Therefore this data should NOT be considered actual GCDB data. For the latest Idaho GCDB spatial data, please contact the BLM Idaho State Office Cadastral Department at 208-373-4000. </span></p><p><span>The BLM in Idaho creates and maintains this spatial data. This dataset is derived by dissolving based on the "MGMT_AGNCY" field from the master SMA GIS dataset (which is edited often) kept by the BLM Idaho State Office. Please get a fresh copy of this data a couple times a year as the SMA data is continually changing. Official actions that affect the managing agency happen often and changes to correct errors are always being made. Nevada SMA data was acquired from the BLM Nevada web site and clipped to the area that is managed by Idaho BLM Boise District. </span></p><p><span>The data steward approved this dataset on January 27, 2014</span></p></div></div></div>

The Bureau of Land Management is given the authority and responsibility to maintain surface management agency data for Federal lands by the Office of Management and Budget (OMB) Circular A-16 Coordination of Geographic Information, and Related Spatial Data Activities (revised and dated August 19, 2002), which "provides direction for federal agencies that produce, maintain or use spatial data either directly or indirectly in the fulfillment of their mission." It further states in Appendix E: NSDI Data Themes, Definitions, and Lead Agencies that "Federal Land Ownership Status" geospatial data is the responsibility of the Bureau of Land Management, and that "Federal land ownership status includes the establishment and maintenance of a system for the storage and dissemination of information describing all title, estate or interest of the federal government in a parcel of real and mineral property. The ownership status system is the portrayal of title for all such federal estates or interests in land."
Please note that acreages derived from this GIS dataset will not be the same as the official Public Lands Statistics (PLS) acreages reported annually by the Bureau of Land Management Idaho State Office Branch of Lands and Minerals.
This dataset was dissolved from the master Surface Management Agency dataset on December 31, 2013 and it was endorsed by the Data Steward on January 27, 2014.

This data reflects Idaho statewide and should be complete for coverage of Idaho. Changes are made to the geometry and attributes of the features as needed when new cases affecting surface management agency occur or errors are discovered and fixed.
There is currently no automated procedure to check the attribute accuracy of this data. Errors should be reported to the BLM Idaho State Office GIS Staff by the users of the data. Attributes have been checked for invalid or null values.
While the majority of coordinates in this dataset fall within +/- 40 feet spatial accuracy (the general rule of thumb to be called 1:24,000-scale data), an unknown number of coordinates do fall within the 40-160 feet spatial accuracy, and therefore this dataset might be considered 1:100,000-scale. For coordinates that were created from GCDB, horizontal accuracy of the digital dataset is tied to the CTRL coverage created from GCDB input files. The CTRL coverage is a point coverage that contains control locations for the specified township. This CTRL point information is not present in this dataset. After the initial GIS data creation from the GCDB data, there is no automated procedure to check and fix the positional accuracy of this dataset against new GCDB data. However, as of spring 2011, a nonautomated process was began to vertically integrate the geometry to NDSI PLSS INTERSECTED (GCDB) in areas where SMA is very different from GCDB.
Missing features that define ownership may be screen digitized from Digital Raster Graphics (DRGs) or Digital Orthophoto Quarter Quads (DOQQs).

The original metadata document for this feature class was upgraded from ESRI version 9 to Version 10.0, Service Pack 4 using the ArcCatalog Upgrade tool and the FGDC-to-ArcGIS transformation. The FGDC CSCGM and ESRI-ISO components of the metadata, except for the entity and attribute section, were then removed from ArcGIS metadata using the ”remove pre94 metadata elements.xslt” provided by ESRI. Geoprocessing history was removed using the removeGeoprocessingHistory.xslt. The metadata was reviewed and additional changes were made to the metadata to provide consistency and clarification, and to edit outdated information. No changes were made to the actual data.

The unique identifier associated to the unique combination of administrative department, administrative agency, and land designation.
The critical aspect to the National SMA standardized dataset is a crosswalk table referred to as the SMA Master Table. The crosswalk table was created in an iterative process. A pull of administrative areas from the 2929 table in the LR2000 system provided the initial set of BLM recognized land designations, departments and agencies. The SMA working team reviewed the data provided in the LR2000 data pull and determined a number of records were not relevant to the SMA project and removed them. Examples of data removed include airfields, airports, Forest Service Ranger Districts, and US Fish & Wildlife Management Areas. Each unique combination of land designation (admin_unit_name in SMA Master Table), managing department (admin_dept_code in SMA Master Table), and managing agency (admin_agency_code in SMA Master Table) was manually assigned a unique numerical identifier known as the SMA ID. Further records were added to the SMA Master Table as individual states’ data was processed and new combinations of land designation/managing department/managing agency were encountered. During processing, two additional attributes were added to each state’s dataset: SMA ID and HOLD ID. As mentioned previously, SMA ID is a numeric identifier which links back to the SMA Master Table and provides the Rosetta stone for identifying land designation, managing department and managing agency. HOLD ID links back to the SMA Master Table and provides information on the land designation and the department and agency that have been given authority to manage the land designation on behalf of the original managing department and agency. During processing of each state’s dataset, new combinations of land designation, managing department and managing agency were discovered, entered into the SMA Master Table and assigned a unique SMA ID.
